Calls for limits on powerful technologies long predate today's generative-AI boom. In the 19th century, author Samuel Butler responded to evolutionary thinking by imagining intelligent, self-replicating machines and describing in his 1872 novel Erewhon a society that regulated machines out of existence to avoid collapse. Mid-20th-century computing pioneers also voiced concern: Alan Turing warned in a 1951 lecture that machines could quickly surpass human capacities and ultimately seize control.
At the turn of the 21st century a number of technologists pushed for intervention as AI and robotics advanced. In 2000 Sun Microsystems cofounder Bill Joy argued that self-replicating robots posed a risk greater than nuclear weapons and criticized the role of global capitalism in their development. A decade later, Microsoft researcher Eric Horvitz convened leading AI researchers to explore policies that might constrain or bias autonomous and semi-autonomous systems.
Corporate leaders have repeatedly signaled support for regulation as specific AI capabilities emerged. Elon Musk, an early investor in OpenAI, used public forums from 2014 onward to describe AI as potentially more dangerous than nuclear weapons and told U.S. governors in July 2017 that regulation should be proactive. In the wake of Facebook’s Cambridge Analytica scandal, Mark Zuckerberg in 2018 said he was "not sure we shouldn't be regulated" and asked how companies should handle AI-based content moderation. Also in late 2018, Microsoft president Brad Smith urged governments to adopt laws governing facial-recognition technology, calling for a legal floor of responsibility. Alphabet CEO Sundar Pichai wrote in January 2020 that there was “no question” AI needs regulation, framing it as too important to leave entirely to market forces.
More recently, the debate has returned to calls for an immediate pause or new oversight. In March 2023 a letter organized by the Future of Life Institute — signed by Elon Musk and other researchers — urged a pause on large-scale AI experiments and proposed government moratoria if a voluntary pause did not occur; Musk announced a new AI company shortly after. In mid-2023, OpenAI CEO Sam Altman also told U.S. lawmakers that Congress should act on AI regulation. Those developments follow a pattern in which researchers, executives and policymakers periodically call for constraints as AI capabilities advance.
