CLARITY Act could get another shot during lame-duck session, policy advocate says
Adrian Wall, managing director of the Digital Sovereignty Alliance, said senators from both parties are weighing another effort to advance the CLARITY Act during the post-election lame-duck session. His comments came after a failed Senate cloture vote left the bill short of the 60 votes required to proceed.

Why It Matters
The CLARITY Act addresses crypto market structure and, if revived, could shape regulatory frameworks for digital assets. A late-session push would compress negotiations into a narrow window before the current Congress ends, making any outcome consequential for near-term policy.
Key Facts
- bill: CLARITY Act
- issue: crypto market structure legislation
- advocate: Adrian Wall, managing director, Digital Sovereignty Alliance
- organization: Digital Sovereignty Alliance (nonprofit advocacy group)
- recent vote: Senate cloture vote failed on Tuesday
Adrian Wall, managing director of the Digital Sovereignty Alliance, said senators from both parties have discussed trying again to advance the CLARITY Act during the post-election lame-duck session. He made the remarks Wednesday on Cointelegraph’s Chain Reaction program on X and said his conversations have been directly with senators rather than with congressional staff.
The effort would follow a failed cloture vote in the Senate this week that left the bill shy of the 60 votes needed to move forward. Wall characterized the result as a major setback but indicated it does not necessarily end prospects for the legislation.
Wall told the show there is appetite among some senators to bring the measure back during the lame-duck period, though he cautioned such an effort would be complicated and is a long shot. He said senators have discussed strategies to try to engage colleagues across the aisle for a possible last attempt before the current Congress adjourns.
If lawmakers cannot advance the CLARITY Act during the lame-duck window, Wall said the next Congress could take up crypto market structure legislation instead. The Digital Sovereignty Alliance, which works with lawmakers and regulators on digital asset policy, is among the advocacy groups involved in the debate over the bill’s future.
