HS2 is to be delayed yet again by at least a further two years, the government will announce on Wednesday, as the transport secretary says the Conservatives wasted billions on the project through mismanagement.

Heidi Alexander will tell MPs there is “no reasonable way to deliver” the 2033 target for the high-speed rail line from London to Birmingham.
