On the 60th anniversary of the Animal Welfare Act, ASPCA senior vice president Nancy Perry urged Congress to enact Goldie's Act, saying the U.S. Department of Agriculture has repeatedly failed to enforce the law and protect dogs from systemic mistreatment. Perry framed passage of Goldie's Act as a necessary legislative remedy to longstanding enforcement gaps under the USDA.
