China, Russia and Kazakhstan are considering reopening a northern trade corridor that would move Chinese exports down the Irtysh and Ob rivers to Russian Arctic ports near the Yamal Peninsula. The proposal revives a Soviet-era river system that once carried about 9 million tons a year in the 1970s but largely collapsed after 1991, and now faces large infrastructure, environmental and political hurdles.
