Russia faces a large and growing decommissioning and radioactive-waste burden as many Soviet-era and post-Soviet reactors age. Rosenergoatom estimates decommissioning 35 reactors will cost about €21 billion, leaving an estimated funding shortfall of roughly €18.7 billion, while Russia already holds some 774,000 cubic metres of legacy radioactive waste and may generate another ~800,000 cubic metres from planned reactor retirements.
