U.S. negotiators Jared Kushner and Steve Witkoff have been involved in monthslong talks with Russian officials aimed at ending the Ukraine war, and those discussions now reportedly include a multibillion-dollar oil transaction that would involve Lukoil and Middle Eastern partners connected to the U.S. envoys, The New York Times reported. The proposal, introduced to the U.S. delegation during a Sept. 5 meeting with President Vladimir Putin, would place oil fields, refineries and gas stations under Lukoil’s control globally.
