The Ethereum Foundation’s Protocol cluster set a December 2029 target to make Ethereum Layer 1 quantum-resistant across execution, consensus and data, and used that deadline to narrow the planned Hegotá upgrade. Of 62 EIPs evaluated for Hegotá, only two received "must ship" status: EIP-7805 (FOCIL) and EIP-8141 (Frame Transactions); several other proposals were graded A or B, while some validator-facing and issuance-related proposals were declined.
