The Federal Reserve Board on September 24, 2026 asked for public comment on two proposals to implement a regulatory framework for Board-supervised payment stablecoin issuers under the GENIUS Act. One proposal would set reserve-asset and capital standards plus risk-management and safekeeping rules; the other would create an application and review process for Board-supervised banks seeking to issue payment stablecoins.
