A new UC Berkeley–POLITICO poll shows California ballot measure Proposition 40, which would impose a 5% tax on the net worth of the state's roughly 200 billionaires, is trailing slightly with 45% support, 43% opposition and 12% undecided. Support has fallen since February, when a prior poll showed 50% backing and 28% opposed.
