A leaked European Commission impact assessment for the forthcoming Renewable Energy Directive (RED IV) indicates the Commission’s preferred approach would drop binding national renewable hydrogen mandates in favor of a single indicative EU-wide target and give greater latitude to crop-based and certain advanced biofuels. The draft sets an indicative renewable hydrogen consumption target of 8 million tonnes for industry and refineries and proposes a 7% EU ceiling for crop-based biofuels, among other measures.
